Florida law designates charter schools as a method of encouraging school choice and transformation. Agencies are authorized to run a school through a 'charter' by the local school district. Pinellas Preparatory Academy is authorized by Pinellas County Schools. The "charter" is the actual contract between the agency and the school district.
