Florida law designates charter schools as a method of encouraging school choice and transformation. Agencies are authorized to run a school through a 'charter' by the local school district. Pinellas Preparatory Academy is authorized by Pinellas County Schools. The "charter" is the actual contract between the agency and the school district. It lays out what stipulations the school needs to operate within, and the relationship between the agency and the district.
